The ASRG project required an Integrated Baseline Review (IBR) to set the Performance Measurement Baseline (PMB) for conducting Earned Value Management (EVM) to measure integrated cost and schedule performance on this flight critical program

Project Background

Vince served as Federal Program Director for the $50 million (annual) Advanced Stirling Radioisotope Generator (ASRG) Integrated Federal Project at the Department of Energy (DOE) Office of Nuclear Energy, Germantown, Maryland.

In this role, Vince implemented rigorous program management processes across eight geographically separate DOE and NASA laboratories and industry contractor organizations.

He planned and directed an Integrated Baseline Review (IBR) of the ASRG Project resulting in the first technical, cost and schedule performance baseline in the seven-year history of the project.
